My own situation will, of course, involve different computers/mobile devices/router, etc. The solution I found in the end was simple. My current NIC is on my motherboard, a Gigabyte z77x-udh3. See if that helps.It's a shot in the dark, and not a typical fix for your issue, but it could prevent you from getting through to the internet. The static IP should be set on the PC. Did you try doing a virus scan? Should hopefully fix the problem.
